Pierre Krähenbühl, a former deputy secretary-general of the United Nations who had participated in assistance actions of International Committee of the Red Cross (ICRC) in Afghan, Syria, Somalia and other places, accepted an exclusive interview with the PLA Daily, as the current head of ICRC"s Regional Delegation for East Asia.

与会者中，曾担任联合国副秘书长，在阿富汗、叙利亚、索马里等地组织过红十字国际委员会工作的瑞士人柯邱鸣，作为红十字国际委员会东亚地区代表处主任接受了解放军报记者的专访。

Krähenbühl said that humanitarian aid is a supremely challenging task requiring a high sense of responsibility and duty. The Chinese military took part in a number of humanitarian actions in recent years, such as rescuing and aiding the Tonga people suffering from a volcanic eruption disaster, participating in the earthquake relief work of Afghan, and sending COVID-19 prevention supplies for multiple countries and regions. He highly appraised that the Chinese military has made prominent achievements and been widely acclaimed by all sectors of society.

柯邱鸣表示，人道主义援助是一种责任与担当，操作起来复杂且困难。中国军队近年参与完成了多项此类行动，例如驰援遭遇火山喷发的汤加、参加阿富汗抗震救灾、为多国运送新冠防疫物资等，他对此给与积极评价，指出中国军队一直积极参与国际人道主义援助行动，成绩非常突出,受到各方的普遍欢迎。

According to Krähenbühl, ICRC has long been carrying out humanitarian actions to protect and help victims of wars and conflicts, and maintained in-depth cooperation with the UN in peacekeeping operations (PKOs). It has also kept a good relationship with the Chinese peacekeeping force for a long time, providing not only professional training for Chinese troops undertaking overseas peacekeeping missions, but also situation briefing of mission areas for those about to set out.

柯邱鸣介绍，红十字国际委员会长年开展保护和救助战争与冲突受害者的人道主义活动，与联合国在维和行动领域保持着深入合作。红十字国际委员会也长期与中国维和部队保持着良好的接触，不仅曾为中国在外执行维和任务的官兵培训，也为部分即将出征的维和部队介绍任务区局势，帮助他们了解任务区情况。

In February of 2023, ICRC and the Red Cross Society of China signed a memorandum of cooperation (MOC) to reach a consensus on the direction of cooperation in the next five years.

"There is broad room for cooperation between ICRC and the Chinese military," Krähenbühl said. "We have maintained a good relationship with the Chinese military. ICRC had held a seminar on laws of armed conflict at sea in Asia-pacific with the PLA National Defense University, and an international workshop with the China Arms Control and Disarmament Association (CACDA) in 2018. And in the future, we expect more communication opportunities with China and contribute to world peace and development through joint efforts. "
